libdpkg-ruby1.9.1 software package provides Transitional package for ruby-debian, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdpkg-ruby1.9.1
libdpkg-ruby1.9.1 is installed in your system.
Make ensure the libdpkg-ruby1.9.1 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libdpkg-ruby1.9.1 *
